Inclusion of Persons with Disabilities in the Constituent Assembly of Nepal

Currently, NSD has been working in partnership with Canadian International Development Agency (CIDA) in a project under 'Developing Democracy in Nepal (DDN)'.

 Background of the Project.

Nepal is undergoing political transformation very rapidly. The government of Nepal is preparing and motivating people for their active participation in the upcoming Constituent Assembly (CA). PWDs are one of the marginalized sections of the country and have been sidelined by the government and all political parties despite their strong participation in the 2nd popular democratic movement of the country. Moreover, they are further victimized from a 12 year long conflict and the number of the victims is still not known.

For the first time in its history, people have got opportunity to take part in the constituent assembly which will pave way for the making of new Nepal. At this moment, all sectors such as political parties, civil societies, entrepreneurs and minorities are struggling to ensure their representation in the CA. Unfortunately, the representation of PWDs has been given little consideration. Except very few leaders of PWDs living in urban areas, majority of them are living in rural areas with ignorance about constituent assembly. They have no idea about their rights to exercise in the upcoming constituent assembly nor are they made aware to ensure their representation in the upcoming CA.

Therefore, NSD has launched this project in order to make PWDs aware to take part actively in the upcoming CA. For this purpose, NSD is reaching all PWDs living in 75 administrative districts of the country.

Project Objectives

The inclusion project has these objectives:

  • To explore the inclusion issues of people with disability (PWDs) in Nepal.
  • To make PWDs aware of the Constituent Assembly-related issues.
  • To gather constructive opinion of stakeholders related with PWDs.
  • To design an action plan for the effective participation of PWDs in the Constituent Assembly.
  • To advocate for the participation of PWDs in the CA disseminating information through media with write ups and documentation.

 

Project Activities
To accomplish the above objectives, the following activities are being carried out in to two stages:-

Before Constituents Assembly

  •  Investigation of issues and their collection in relation to PWDs.
  •  Workshop/seminar at district, regional and national level to have public debate on the contemporary issues of inclusion.
  •  Analysis of the key issues related to mandate, process and procedures of the constituent assembly and status of participation of PWDs in the different steps of election.
  •  Focus on target groups, process and procedures of CA election, role of parties, civil societies organization, rights of women/socially excluded groups will be made in the CA process while reviewing and identifying issues/topics for developing information communication and educational materials.
  •  Audio/visual documentation of the PWDs issues and advocacy of these issues through various media.
  •  Public dissemination program on various aspect of PWDs issues such as posters, pamphlet  and booklets etc
  •  Delegation/Lobbying program at National Level.

After Constituents Assembly

  •  Workshop/Interaction at regional level on “Issues Identification of PWDs” to address in new constitution.
  •  Workshop/Interaction on “Specification of collected issues from five developmental regions” among with PWDs leaders and activist at central level.
  •  Compilation of PWDs issues and publication of books for wider national campaign and dissemination.
  •  Radio talk program related to constitution making process as well as federalism in various aspect of PWDs issues.
  •  Media Advocacy program  on federalism
  •  Interaction Program with political parties regarding political parties’ manifestos to address in new constitution.
  •  Public hearing Program  at central level ( current issues)
  •  Roundtable table discussion with Constituent Assembly Member at central level (current issues).
  •  National level Seminar on “Women tribunal” to address the specific issues from the respected region's (Dalit, Janajati, people with Disabilities, Himalaya Region, Karnali, Madhesi/Terai and other marginalized women's groups)  issues by their representatives .
  •  Delegation/lobbying  at central level
  •  Press conference

Publication Related to Constituent Assembly.

    Workshop / Interaction / Seminar

    Recently, NSD has been conducting its various programs related to constituent Assembly in two stages before CA and After CA in order to make PWDs aware to take part actively in Constitution making process as well as drafting a new constitution. For this purpose, NSD is reaching all PWDs living in 75 administrative district and 5 (five) developmental regions of the country.

    •  NSD was organized a one day district level and regional level interaction programs on "Inclusion of Person with Disabilities in Constituent Assembly". In 64 district and five regions.

           

           

    •  NSD conducted several activities in national level like Rally, demonstration and dissemination of posters, pamphlet, booklet etc. as well as submitting memorandum to CA chairman, Prime Minister, Different political parties to pressurize government bodies and other stake holders. 

           :

    •  NSD was organized a two days regional level interaction/workshop programs on "Issue identification of PWDs" to address in new constitution.

           

           

    •  NSD was organized a one day workshop on "Specification of collected issues from five developmental regions" among with PWDs leaders and activist.

           

    •  NSD has completed Radio program jointly with DDN Partner (i.e. Radio Nepal Dhankuta -"Belako Boli", Solu F.M.- "Sambidhan Savama Yo Sata")

    •  A one day National Level Seminar on “Women Tribunal” to address the specific issues from the respected region's (Dalit, Janajati, people with Disabilities, Himalaya Region, Karnali, Madhesi/Terai and other marginalized women's groups) issues by their representatives and also to handover the nationwide women issues including PWDs to the chairman of Constituent Assembly drafting committees, NSD was jointly organized with the DDN Partners.

        
       

    •  NSD has completed public hearing program jointly with DDN partners on federalism.

      NSD took part  in several activities  jointly with DDN partners  to handover the overall issues of PWDs ,Dalit ,Himalaya Region, Karnali, Madhesi/Terai and other marginalized women's groups to the different  Constituent Assembly drafting thematic committees (suggestion teams)
