Background

Surveys conducted by various organizations in different years have presented populations of PWDs ranging from 0.45% to 16.6%, creating confusion among the stakeholders and concerned parties. Therefore leaders of PWDs have adopted the 10% population of PWDs as a standard estimate in Nepal, as per the WHO estimation made in 1976 for the developing countries. This estimate puts the population of PWDs in Nepal at around 2.5 million which increases to 3 million if the number of conflict victims is added to this population.

A Situation Analysis of Disability in Nepal, carried out by National Planning Commission and UNICEF- Nepal in 2001, had revealed some striking facts as:

  • More than 90% of the households surveyed expressed that having PWDs in families creates problems.
  • About 30% of PWDs did not receive any treatment at all while more than 83% who visited health facilities did not benefit from the services.
  • More than 70% of PWDs had difficulty living in the community with self respect.
  • More than 68% of PWDs had no education.
  • More than 79% of PWDs were found to be dependant on their families and only about 20% of them were involved in agricultural activities. ??
  • The DPWA- 1982 and Rules 1994 have given some rights and privileges to PWDs. However due to poor implementation, the stakeholders are deprived of enjoying even the limited benefits provided by the Government.
